Guide for Travel Bubble travellers from Hong Kong to Singapore
With the highly anticipated opening of the Hong Kong to Singapore Air Travel Bubble (ATB), many would-be travellers just cannot wait to travel again.
However, air travel has changed as we know it and more stringent health and safety measures have been implemented to ensure this ATB remains open.
If you’ve booked yourself on a travel bubble flight to Singapore or are intending to, here’s what you’ll need to prepare before your flight to the Garden City.
Designated Hong Kong to Singapore ATB Flights
There are currently limited flights ploughing the Hong Kong to Singapore ATB route. Do note that your flight has to be a designated Travel Bubble flight.
Before departure
Travel History Restrictions
Before leaving Hong Kong, travellers must not have travelled to any other country besides Singapore and Hong Kong in the 14 days prior to the date of departure.
Step 1: Take a COVID-19 PCR Nucleic Acid Test
You must produce a negative COVID-19 test report conducted in Hong Kong at a recognized testing institute. This must be done within 72-hours before your scheduled flight.
Do note you must produce a negative test report in English upon arrival to Singapore with the following information:
- Name, date of birth, passport number
- Negative COVID-19 PCR test result
- Date and time when COVID-19 PCR test was taken
- Name of testing institution where test was carried out

Step 2: Apply for a Singapore Air Travel Pass
Short term visitors from Hong Kong under the ATB arrangement must apply for an Air Travel Pass (ATP) for entry to Singapore.
The ATP is free of charge and must be made between 7-30 calendar days prior to the intended date of entry into Singapore. Upon approval, the traveller will be notified by email. The ATP is valid for single entry to Singapore and for a duration of 7 days after intended date of arrival.
Step 3: Fill up the SG Arrival Card
Travellers must submit the following declarations electronically via the SG Arrival Card e-service no earlier than 3 days prior to the date of arrival in Singapore.

- Accommodation Information
Visa to Singapore
Only required for visa-required travellers. A separate and valid visa must be obtained after approval of the ATP. More information on visa requirements and application processes can be found on the official Singapore Immigrations Checkpoint and Authority (ICA) website.
If a traveller is already in possession of a valid visa, they need not apply for one. Travellers can check their visa status via the ICA visa portal.
Step 4: Download the TraceTogether App
The TraceTogether App is a digital system used by the Singapore Government for enhanced contact tracing purposes.
Visitors need to download the app and register with a valid mobile number and personal details. You can register with a Hong Kong mobile number.
Step 5: Complete online Health Declaration Form from the Hong Kong Department of Health
Regardless of age, all travellers must complete an online health declaration prior to checking in for their designated flight.
Upon completion of the health declaration, travellers must retain the QR code displayed. This QR code is valid for 48 hours from time of completion.
At the Airport
Step 6: Take an additional PCR test upon arrival in Changi Airport
Travellers will be required to take a PCR test upon arrival in Singapore, and results will take 6-8 hours to be processed. Luckily, you’ll be able to self-isolate in your own hotel or accommodation until the results are received. However, it it compulsory to take a private vehicle from the airport to your destination.
Travellers must present the following to airline staff upon check-in for their designated flight to Singapore
- A valid ATP approval letter (electronic or physical copy) for the specified period of entry into Singapore
- A valid visa (for visa-required visitors)
- A valid COVID-19 PCR test result certificate (electronic or physical copy) in English stating the information listed under the Take a COVID-19 PCR Nucleic Acid Test section above
- A mobile device with the TraceTogether app already downloaded and activated
The same items must be presented at immigration upon arrival into Singapore.
ATP Travellers in Singapore
Travellers to Singapore will have to abide by the enhanced health and safety measures implemented islandwide in efforts to curb the spread of COVID-19.
ATP travellers are expected to:
- Wear a mask and respect safe distancing measures at all times
- Keep the TraceTogether app activated while in Singapore and retain app and all associated data for 14 consecutive days after departure from Singapore
The TraceTogether app info will be requested by the Singapore Ministry of Health in the event of a positive COVID-19 diagnosis while in Singapore or within the first 14 days of leaving Singapore.
What if I test positive for COVID-19 in Singapore?
ATP travellers who test positive for COVID-19 in Singapore will be accorded medical treatment - the cost of which will have to be fully borne by the traveller.
This includes the cost of medical treatment, tests and isolation fees.
Before Returning to Hong Kong
Step 1: Pre-Departure COVID-19 Test
If a negative COVID-19 PCR test result is obtained within 72-hours prior to the time of the designated flight back to Hong Kong, the traveller is not required to take another COVID-19 PCR test before returning to Hong Kong.
If the traveller is returning to Hong Kong after 72-hours of the pre-departure COVID-19 PCR test, the traveller must produce a negative test result from a list of selected COVID-19 testing clinics in Singapore before departure.
Step 2: Complete online Health and Quarantine Information Declaration
Travellers must complete the Health and Quarantine Information Declaration and retain the QR code upon completion.
Step 3: Post-Arrival COVID-19 Test
Travellers must book and complete online payment of HKD499 for a post-arrival COVID-19 PCR Test in Hong Kong and retain the QR code upon completion.
Arriving at Hong Kong International Airport
Travellers will have to follow the following process upon arrival in Hong Kong from Singapore.
- Conduct temperature check
- Present the QR codes of the Health and Quarantine Information Declaration and the booking of the post-arrival COVID-19 test
- Register and collect test kit
- Collect your specimen according to the instructions
- Place specimen in collection box according to the instructions
- Go through immigration procedures
- Wait for test results at the Baggage Reclaim Hall. The waiting time will take a few hours
- Receive test result via SMS and email (If test result is negative, a green QR code would be received)
- Present the green QR code to staff at the exit of the waiting area, complete immigration procedures and proceed to Arrivals Hall
