Hong Kong has had one of the strictest travel restrictions for the past two years - while most countries reopened their doors to international travellers bit by bit, Hong Kong remained shut off to the world, requiring stringent test and quarantine requirements for everyone entering the country.
Just recently in September, the government of Hong Kong announced that they will be finally lifting the compulsory quarantine requirement for inbound visitors. However, while the quarantine requirement has been lifted, you'll still need to undergo some tests before flying and upon arrival. Keep reading for a full rundown on what you need to do and prepare before and after you fly into Hong Kong. 🇭🇰
[Update, 13 December 2022] The Chief Executive of Hong Kong announced that Hong Kong is scrapping its amber health code from 14 December onwards, officially lifting all travel restrictions for arrivals into the city who test negative, and ending the '0+3' regime.
Hong Kong Travel Requirements (from 14 Dec)
1. Before traveling to Hong Kong
To enter Hong Kong, make sure you check all the boxes on this list of travel conditions and requirements:
- Be fully vaccinated: see the list of COVID-19 Vaccines Recognized for Specified Purposes on which vaccines are accepted in Hong Kong. Note: only 2 doses are required for most vaccine types, and all the common ones taken by Malaysians (Pfizer, AstraZeneca, Sinovac) are accepted.
- Take a pre-departure Rapid Antigen Test (RAT) within 24 hours before flight
- Complete a Health & Quarantine Information Declaration prior to your arrival in Hong Kong. You will receive a QR code upon submission of your declaration - either save a soft copy or print it out as you may be requested to present it to the authorities.

2. Upon arrival in Hong Kong
From 14 December onwards, you will no longer be issued the Amber Code on your health app, which previously restricts all inbound visitors from entering certain venues such as restaurants and gyms until they test negative after three days. Now, you'll just have to follow these few steps once you’ve landed in Hong Kong:
- Day 0 (upon arrival): You will have to take a "Test and Go” PCR test at the airport. Once you're tested negative, you will be given a blue code on your health app and can move about the city freely. However, some designated venues will still require you to present your vaccination records.
- Day 2: You will need to take a PCR Test at either a community testing centre, a mobile specimen collection station, or through a professional medical testing institution.
- Day 1-5: You will need to take an RTK (RAT) self test daily and continue to monitor your condition. Login to the Medical Surveillance System to record your self test results and health status.
"What if I test positive during my trip?"
For travellers that test positive with either their PCR Test or RTK (RAT) test, your vaccine pass will be converted to a Red Code, and isolation arrangements will be aligned locally.
