CMCO Declared In Selangor, KL, And Putrajaya
The government has announced that Selangor, Kuala Lumpur, and Putrajaya will be placed under the Conditional Movement Control Order (CMCO) effective 12.01AM 14 Oct 2020 due to spikes in COVID-19 cases in several districts within the region. The CMCO will be in place for 2 weeks from Oct 14 - Oct 27.
Update [26 Oct 2020]: the CMCO has been extended for two more weeks, subject to end on 9th November 2020.
“To prevent the virus from spreading to other districts, the National Security Council (NSC) has agreed to implement the CMCO for Selangor, Kuala Lumpur, and Putrajaya,” said Senior Minister for Security, Ismail Sabri Yaakob during a press conference on Facebook Live today.
Important Things To Note About The CMCO
1. Inter-district travelling is banned during the CMCO period. Roadblocks will be set up, and police will be on duty to control movement. You will be required to present documentation should you be stopped at a roadblock. Permission can be sought from the police for emergency inter-district travel matters such as death.
2. For easy reference, here's a list of the different districts in Selangor - residents will be required to stay within your district during this period:
Selangor (9 districts):
- Gombak
- Hulu Langat
- Hulu Selangor
- Klang
- Kuala Langat
- Kuala Selangor
- Petaling
- Sabah Bernam
- Sepang
3. Those who have to head to work will be required to show their work pass or consent letter provided by employers should their workplace be located in a different district. Employers however are encouraged to allow their employees to work from home during this critical period.
4. Only two people from the same household can head out at the same time to purchase necessities such as food, groceries, and supplies, or for work and emergency matters. High-risk individuals and children are strongly discouraged from heading out to the public.
5. All schools including kindergartens, nursuries, and higher learning institutions will be closed throughout this period. Religious sites and houses of worships will also be closed temporarily.
6. E-hailing services and taxis will continue to operate during this period, but for reduced hours of only between 6am - 12am. Only two passengers may board a vehicle together. Train services will be operating as per usual.
7. Dining in is allowed at eateries and restaurants, but with limitations of 2 people per table. Patrons are however encouraged to take-away, drive-through, or order food delivery instead. Food delivery services will be allowed to operate from 6am - 12am.
8. Sports activities that are not in an enclosed space are allowed, as long it's in groups of less than 10 people, and do not involve physical contact. Activities held indoors, swimming, team sports, and tournaments are not allowed.
9. Entertainment centres, night clubs, theme parks, karaoke centres, indoor playgrounds, and cinemas will not be allowed to operate.
10. Gatherings that involve large number of guests such as wedding receptions, events, conferences, and kenduris are not allowed.
11. Economic activities will be allowed to operate as per usual, but with the compliance of stricter SOPs. There will also be changes to the allowed operating hours of selected businesses, here's a summary of some confirmed timings:
- Morning Market: 6am - 2pm
- Wholesale Market: 4am - 2pm
- Farmers' Market: 6am - 12pm
- Night Market: 4pm - 10pm
- Petrol Stations: 6am - 10pm
- Pharmacies: 8am - 11pm
- Clinics and hospitals: 24 hours
12. You can be fined RM1,000, or up to six months imprisonment, or both, should you be caught violating the Prevention and Control of Infectious Diseases Regulations 2020. Obstruction of public officials enforcing the CMCO may land you up to 2 years of imprisonment, a fine of up to RM10,000, or both.
