"Our Healthcare System Is At A Breaking Point,"
In a special announcement on 11 Jan 2021, Prime Minister Tan Sri Muhyiddin Yassin began by stressing how bad the COVID-19 third wave is affecting Malaysia, with daily 4 digit cases being recorded since end November, even reaching a new high of 3,027 cases just a few days ago.
He says that hospitals across Malaysia and the nation's healthcare system is under tremendous pressure, and unprecedented measures will have to be taken to prevent the situation from getting worse.
MCO To Be Implemented In 6 States
With that being said, he announced that the Movement Control Order (PKP) similar to the one we all faced in March 2020 will be implemented for 14 days from 13th January 2021 - 26th January 2021 in 6 states across Malaysia:
- Penang
- Selangor
- Wilayah Persekutuan (KL, Labuan & Putrajaya)
- Melaka
- Johor
- Sabah
Meanwhile, 5 states (Pahang, Perak, Negeri Sembilan, Kedah, Terengganu, Kelantan) will be placed under the PKPB (PKP Bersyarat, also known as Conditional MCO), while Perlis and Sarawak will be under the PKPP (PKP Pemulihan, also known as Recovery MCO).
[Update, 12 Jan 2021] A nationwide state of emergency (darurat) has been declared by the Yang di-Pertuan Agong earlier today. Here's all you need to know:
Confirmed SOP for States Under PKP (MCO)
- Social activities such as festive celebrations, seminars, kenduris, and group sports are not allowed except in states under PKPP.
- Interstate travel is banned nationwide, and roadblocks will be placed across the country (at all district and state borders) from 12.01AM, 13th January 2021 onwards.
- Individuals may only head out to locations within a 10km radius for the purchase of groceries and necessities, with a maximum of 2 passengers per car from the same family.
- Individuals caught violating the SOP rulings can be fined a maximum of RM1000 under the Prevention and Control of Infectious Diseases Act 1988.
- Only 5 sectors categorized as Essential Economic Sectors will be allowed to operate during this period - pengilangan dan pembuatan (manufacturing and production), pembinaan (construction), perkhidmatan (essential services), perdagangan dan pengedaran (trade and distribution), and perladangan dan komoditi (agriculture and commodities).
- Nevertheless, only 30% of employees in the management level will be allowed in the office, and the SOP has to be complied strictly.
- A detailed list of essential services will be released by the Ministry of International Trade & Industry (MITI) soon.
- For businesses in the non-essential services, work-from-home arrangements are mandatory.
- Restaurants and F&B outlets can only provide takeaway and food delivery services (dine-in is allowed in PKPB and PKPP states).
- Markets and health facilities like clinics, hospitals, and pharmacies will operate as per usual with adherance to the SOP.
- Students due to sit for the SPM (2020 & 2021) will be given the exception to attend school to prepare for their examinations. The Ministry of Education will monitor the SOP compliance strictly.
- Heading out for outdoor recreational activities such as jogging and cycling is allowed only among people within the same household, and with social distancing measures (2M distance at all times).
- Only a maximum of 5 mosque/house of worship committee members are allowed at religious premises for religious activities.
