Singapore To Replace VTL with VTF (Vaccinated Travel Framework) from 1 April
After over a year of border closures, vaccinated travellers have been allowed to travel between Singapore and Malaysia via the highly-anticipated Malaysia-Singapore Vaccinated Travel Lane (VTL) scheme since November 2021. The VTL paved the way for quarantine-free travel between the two countries and has allowed families and friends separated by COVID-19 to finally reunite after close to two years of tough separation.
After four months of VTL implementation, it was announced on 24 March that Singapore will be opening up its borders fully to vaccinated travellers from 1 April. This decision is set to make travelling to Singapore a lot easier as quarantine and arrival tests previously required will be scraped completely.

Travel Guidelines Under Singapore's New Vaccinated Travel Framework (VTF)
Who can travel to Singapore?
Fully vaccinated individuals (booster shots are not required) will be able to travel to Singapore without restrictions from 1 April 2022. Children aged 0 - 12 are exempt from the vaccination requirement. Unvaccinated or non-fully vaccinated individuals can also enter Singapore upon presenting negative results of a COVID test taken within 48 hours prior to departure.
Do I still need a swab test to travel to Singapore?
While travellers were previously required to take a pre-departure PCR or Antigen Rapid Test (also known as RTK-Ag test), the requirement will be removed from April 26 onwards. On-arrival tests are also no longer required, which means Malaysians no longer need to take a single test to travel to Singapore whether by flight or land.
What other documents are required for my trip?
Travellers will still have to fill up the SG Arrival Card online before arriving in Singapore, but the form will be simplified for travels from 1 April onwards.
Do I need travel insurance?
The previously required travel insurance of up to $30,000 coverage is also no longer a requirement for fully-vaccinated travellers, though it's still recommended for peace of mind. You can book your travel insurance for only RM56 on Klook and enjoy medical coverage of up to RM600,000.
What if I am not vaccinated?
Travellers who are not vaccinated are still allowed to enter Singapore without requiring to quarantine, but you'll have to to present negative results of a pre-departure test taken within 48 hours prior to your departure to Singapore. Unvaccinated or non-fully vaccinated travellers are also required to purchase COVID-19 travel insurance to cover the duration of your stay in Singapore.
What will change from 1 April 2022?
From 1 April onwards, travellers will no longer need to quarantine or take any on-arrival tests. You may also travel to Singapore on any mode of transportation, as opposed to having to take designated VTL flights and buses. There will no longer be entry approvals required, nor quotas for daily arrivals.
Will I need to quarantine after coming back to Malaysia?
Malaysians who travel overseas from 1 April 2022 will no longer need to quarantine upon entry/return to Malaysia. From May 1 onwards, fully-vaccinated individuals will also no longer be required to take a PCR test before re-entering Malaysia.
