La Union Travel Guide and Requirements
We know you’ve been patiently waiting for this day to come. At last, La Union has reopened its borders to leisure tourists! You can finally bury your toes in the warm sand, catch some waves, and watch the sunset on the sandy shores of San Juan. Before that, though, you just have to comply with a few requirements and protocols for everybody’s safety.
Since we know you’re excited to hit the beach again, we’ve put together a comprehensive guide for travelling to La Union this 2022 in the new normal. This comprehensive travel guide will cover La Union’s new travel requirements and the safety guidelines you need to follow while you’re there.
Update: According to the Executive Order No. 4, series of 2022: Starting March 1-15 2022, La Union will be under Alert Level 1 status. Leisure travel is allowed within the province provided set regulations of the LGU is followed.
Before you go (Pre-Travel Checklist):
For fully-vaccinated tourists:
- Approved QR-Coded Tourist Pass (QTP) from NAPANAM QR Pass
- Government-Issued I.D.
- Pre-booked hotel or tour arrangement from DOT-accredited establishment
- Complete Vaccination Card or Vaccination Certificate
For non-vaccinated tourists:
- Approved QR-Coded Tourist Pass (QTP) from NAPANAM QR Pass
- Government-Issued I.D.
- Pre-booked hotel or tour arrangement from DOT-accredited establishment
- Negative RT-PCR Test (taken 3 days prior to arrival date) from accredited clinics.
Step 1: Register through the NAPANAM Website
The first thing you’ll need to do is to visit the NAPANAM website and to register for an Individual QR Pass. For registration, you will need the following information:
- Basic personal information
- Address information
- Emergency contact
NOTE: Tourists are advised to secure their QR Passes 5 days prior to their trip.

Step 2: Arrange Your Accommodation and Tour
The next step is to book your accommodation and tour with a DOT-accredited local travel agency or tour operator. Whether you’re traveling to La Union for a day tour or a staycation, you have to book your accommodations and tours through an accredited travel or tour agency. If you intend to go around La Union, tourists are required to coordinate with an accredited travel agency accordingly.
NOTE: If you have an existing hotel booking, you will need to re-book it through Tara Na! Visita website and a DOT-accredited travel and tour agency.

Step 3: (For Unvaccinated) Get Tested for COVID-19 (RT-PCR)
UPDATE: As of December 1, 2021, only unvaccinated and not fully vaccinated tourists are required to present a negative RT-PCR test result. Fully vaccinated tourists will need to present a negative antigen test along with their vaccination card or certificate.
Tourists visiting La Union will need to secure a negative RT-PCR swab or saliva test result before their visit. This applies to all non-residents of La Union regardless of the quarantine classification of your LGU of origin. Your RTR-PCR swab or saliva test must be taken within 72 hours prior to your scheduled arrival in La Union and must only be taken in accredited laboratories.

Step 4: Pack and Quarantine
A responsible traveler is a happy traveler! As much as possible, avoid any interactions with people outside your household to ensure travel safety going to La Union.
Pack a COVID-19 safety kit of face masks, alcohol, wipes, etc., and check with your accommodation and travel agency if they have any other additional requirements for guests.
Step 5: Arrival in La Union and Tourism One-Stop-Shop Check Points
Upon arrival at La Union, you will be required to present your QTP and a government-issued ID at the Tourism One-Stop-Shop to get your Tourist Access Pass (TAP). These Tourism One-Stop-Shops are located at all entry points to La Union.
NOTE: Always bring a copy of your Tourist Access Pass (TAP) and QR-Coded Tourist Pass (QTP) to present at all tourist attractions and establishments in La Union. Entry may be denied for in unable to present both.
Post-Travel: Going Home from La Union
Upon leaving La Union, you need to check out through any of the Tourism One-Stop-Shops by presenting your Tourist Access Pass to verify that you did not overstay. Once cleared, you will be given a maximum of 3 hours to cross the border of La Union, and you’re also not allowed to stop at any destination in La Union other than the designated pit stops.
In case you need to extend your stay, here’s what you need to do:
- Coordinate with your travel agency or your hotel accommodations.
- Re-apply for a travel application in NAPANAM
- Save your new QR-Coded Tourist Pass to update your travel details.
- Secure a Health Certificate.

Who can enter La Union as tourists?
Tourists coming in from all regions are now permitted to enter La Union’s tourist attractions as long as they have been endorsed by their respective LGU’s.
Are there age restrictions for travelers?
None. According to Executive Order No. 02 Series of 2022, children ages 11 years old and below, provided that accompanying adults comply with the requirements are allowed to enter La Union.
