New HK$10,000 consumption voucher scheme aims to stimulate the consumer sentiment, enabling the funding under the consumption vouchers to circulate in the local economy, so as to boost local consumption to the fullest extent and accelerate economic recovery through the multiplier effect. The consumption vouchers have a wide coverage, covering in general all local retail, catering and service outlets and their online platforms, as well as purchasing staycations, activities and experiences on
Klook. During Phrase II, eligible persons may choose AlipayHK, Octopus, Tap & Go, WeChat Pay HK, PayMe from HSBC or BoC Pay for receiving consumption vouchers.
What is Consumption Voucher Scheme？
【UPDATE】The registration period of the Scheme is 23 June to 23 July 2022. All eligible persons may change the stored value facility ("SVF") account or other registration records, or register for the Scheme during the period.
A fresh round of HK$10,000 consumption voucher scheme for permanent residents in two instalments (April and August 2022) to boost spending. The total bill for the new voucher scheme will cost the government HK$66.4 billion. Under a special arrangement, HK$5,000 in e-vouchers will first be disbursed on 7 April 2022 to more 6.3 million people who registered their electronic payment system for last year’s scheme.
$10,000 CVS Eligibility Criteria
The registrant should fulfil the criteria below, i.e. the registrant:
Hong Kong permanent residents aged 18 or above on or before 13 June 2022 and residing in Hong Kong
New arrivals aged 18 or above on or before 18 June 2021 and residing in Hong Kong
Not having permanently departed from Hong Kong nor having such intention
Expats holding working visas, exchange students and domestic workers are ineligible.
$10,000 CVS Registration Period
Change of SVF is allowed in Phase II, people may submit application electronically through the registration portal in the Scheme website or by going to any of the temporary service centres during the registration period (23 June to 23 July 2022).
People who have successfully registered under the 2021 CVS will receive the vouchers directly through their registered stored value facility ("SVF") accounts in April 2022. The date will be announced later and relevant people will receive SMS notifications or mobile app push notifications on the date of disbursement.
If eligible people do not intend to change their SVF account, they do not need to go through any procedure and will be disbursed with $5,000 vouchers by instalments according to their eligibility.
$10,000 CVS Registration Procedure
There is no need to re-register.
If a person has confirmed that the SVF account registered under the 2021 CVS has become invalid or the 2021 CVS-registered Octopus card has been lost/refunded and therefore cannot be used for receiving the consumption vouchers under the new round of CVS, they can amend their SVF account registration record from 2pm on 7 March to 25 March 2022 through the following channels in order to use a new SVF account of the same SVF to collect the vouchers disbursed under Phase I of the new round of CVS.
Complete Paper Form, together with a copy of the valid Hong Kong Identity Card, to the "Consumption Voucher Scheme Secretariat, GPO P.O. Box 185000, Hong Kong" by post.
If people have lost/refunded their Octopus card registered under the 2021 CVS or their relevant Octopus card has become malfunctioned, they can amend their registration record through the designated website. The old Octopus card will be invalidated.

$10,000 Consumption Voucher Scheme (CVS) will be disbursed by Phase I (7 April 2022) and Phase 2 (7 August 2022).

$10,000 CVS Selected Disbursement Channels
Consumption vouchers to be received through four Stored Value Facility (SVF) operators.
Registrants may choose an SVF that suits your needs and spending habits to receive and use the consumption vouchers. During Phrase II, it is allowed to switch to another SVF or SVF account after submission of registration, unless under exceptional circumstances (e.g. loss or malfunctioning of the original SVF account).
$10,000 CVS Usage and Restrictions
According to the government, the above SVF operators cover local retail, catering and service outlets or their online platforms, including retail shops, market stalls, department stores, supermarkets, convenient stores, restaurants, fast food shops, coffee shops, recreational facilities, beauty salons, public transport, etc.
Consumption vouchers cannot be used for payments to the Government (e.g. tax, fines, licence fees, tunnel fees, parking meters), payments to public utilities (i.e. water, electricity and gas), purchase of financial products or services (e.g. insurance), person to person payments, etc.
